Since you toggled off iCloud for this app, you won’t be able to access any GarageBand songs saved in your iCloud Drive and all the new songs that you create will be saved locally on your device rather than on the cloud. Until Apple fixes this issue, this seems to be the only solution to get GarageBand back to work. It doesn’t seem like the issue has been fixed in iOS 11.1 beta 3 that was released earlier this week.
